Incorporating a SARL in Algeria is not a single filing, it is a chain of seven steps involving four different counterparties: the CNRC for the trade name and the registration, a notary for the articles of association, a bank for the capital deposit, then the tax administration and the social security fund for the fiscal and social setup.
The number one cause of delay is almost never legal. It is an incomplete file presented at a counter, which goes home and comes back a week later. This one-page checklist lists, for each step, what to hold in hand before travelling, plus the minimum 2026 budget observed on the files we handle.
Order matters. Each step produces a document the next one requires, so they cannot be run in parallel.
Separate what the text requires from what the counter asks for. Executive decree 15-111 of 3 May 2015, article 9, sets a short list for a legal entity.
In practice counters also ask for the negative certificate of company name, the capital deposit or blocking certificate, a copy of the manager's identity document and two identity photographs. Those belong to administrative practice, not to the regulatory list. Bring them anyway, with copies as well as originals.
One time-saving note: the long list many guides still reproduce, criminal record extract, birth certificate, cleared tax roll extract, bailiff report, came from articles 12 and 13 of decree 97-41, which decree 15-111 superseded. Content presenting it as the current list is out of date.
These are floors observed on our files. Articles and BOAL fees rise with the capital, the number of activity codes, the number of partners and the page count of the articles.
Share capital is absent from the table because it is not a fee, it is company treasury. On the SARL and EURL files we handle, capital starts at 100,000 DZD with one fifth released at incorporation, that is 20,000 DZD, recovered by cheque once the trade register extract is issued.
For an individual, sole proprietorship or auto-entrepreneur, the minimum total is around 75,000 DZD with no capital requirement.

A full supported SARL or EURL incorporation takes up to thirty days. The trade register extract itself comes out about a week after filing, but that is the visible part: the notary appointment, the bank account, the BOAL publication and the tax setup take most of the calendar.
Handled alone, expect four to six weeks or more, longer still if a document has to be redone or if the activity requires a sector licence.
Articles of association of an Algerian commercial company are executed as a notarial deed. A founder who drafts articles alone, has them signed and presents them at the CNRC leaves with a refusal and starts again at a notary's office. The checklist repeats this because it is the mistake that costs the most when discovered late.
