What is NESDA?

Who can benefit from NESDA?

  • Personal contribution: 5% (students/unemployed) or 15% (employees/insured persons).

2026 financing terms

Detailed application steps

  • 1. Pre-registration on promoteur.nesda.dz with your national ID card (CNI) and personal details.
  • 2. Completion of the CDE training (mandatory for start-ups, 5-10 days depending on the wilaya).
  • 3. Drafting the feasibility study and financing plan.
  • 4. Submission of the complete file to the NESDA agency of your wilaya.
  • 5. Review of the file by the NESDA committee (4-8 weeks).
  • 6. If NESDA approves: the file is forwarded to the partner bank.
  • 7. Bank review and loan approval (an additional 4-8 weeks).
  • 8. Release of funds and project launch.
  • 9. Post-financing monitoring and support.

Mandatory CDE training

  • Mandatory training for any start-up (waived for the expansion of an existing activity).
  • Duration: 5 to 10 days depending on the wilaya and session availability.
  • Content: project management, simplified accounting, and legal, tax and commercial aspects.
  • Free of charge and paid (training allowance).
  • The CDE certificate is valid for 2 years and must be attached to the NESDA file.
  • CDE Centres exist in every wilaya.

Eligible sectors and exclusions

  • Eligible: crafts, professional services, small-scale industry, agriculture, livestock farming, aquaculture, tourism, ICT, transport, and training.
  • Excluded: wholesale trade, pure importing, speculative financial activities, hydrocarbon-related activities, and pure unprocessed retail trade.
  • Priority sectors (increased financing): agriculture, import-substitution industry, digital and innovative services.

Common reasons for rejection

  • A market study that is too thin or poorly documented.
  • A personal contribution not backed by bank proof (a mere verbal statement is refused).
  • Non-compliant premises (lease < 2 years, imprecise address, non-commercial use).
  • A criminal record extract that is too old (> 3 months) or shows prior offences.
  • Proforma quotes that are incomplete or not signed by the supplier.
  • A project deemed not economically viable after the committee's review.
  • An activity in a sector that is excluded or saturated in the wilaya.
  • Bank loan refused (household over-indebtedness, adverse banking history).

NESDA (ANADE) vs ANGEM

  • NESDA and ANADE are one and the same agency: ANADE is the official French abbreviation, NESDA its English acronym. The scheme is intended for projects from 500,000 to 10 M DZD.
  • ANGEM = micro-credit for small projects (up to 1 M DZD). PNR grant at 0% up to 100,000 DZD + a complementary bank loan.
  • The schemes cannot be combined on the same project. Choose according to the size of the project and your profile.
  • NESDA suits holders with training or a degree and a minimal contribution. ANGEM suits very small craft projects.

Actual timelines for a NESDA file

  • CDE training: 1-2 weeks after the request.
  • Submission of the NESDA file: 1 day.
  • NESDA review: 4-8 weeks depending on completeness.
  • Bank approval: an additional 4-8 weeks.
  • Total: 3-6 months between registration and the release of funds.

After approval: the promoter's obligations

  • Set up the company at the CNRC within 30 days of approval (trade register, RC, is mandatory).
  • Register with CASNOS (non-salaried manager) within 10 days of obtaining the RC.
  • Respect the purpose of the financing: equipment only, no spending outside the quote.
  • Submit supporting documents for the use of the funds.
  • Repay the bank loan according to the repayment schedule.
  • Accept NESDA monitoring visits (post-financing control).
  • Declare any substantial change (change of address, activity, or partner).
