CASNOS, National Social Security Fund for Non-Salaried Workers

CASNOS is the national body responsible for the social security of self-employed workers in Algeria, including traders, craftspeople, liberal professions, farmers and carriers. It provides coverage against risks (sickness, maternity, disability, death) and guarantees a retirement pension.

Role and obligations

  • Registration is mandatory within 10 days of the effective start of the activity.

Documents to provide

  • Original signed registration form.
  • Copy of the trade register (natural person) or RC + articles of association (legal entity).
  • Copy of the authorization or approval for regulated activities.
  • Existence certificate from the tax authorities.
  • Craftsman's professional card or agricultural certificate.
  • Transport authorization or stand permit (carriers).
  • Copy of the national identity document.

Deadlines and penalties

  • Submission of the file within 10 days of the start of the activity.
  • A penalty of 11% of the amount due in the first month of delay.
  • A 1% surcharge for each additional month of delay.

Contribution rate and taxable base

  • Overall rate: 15% (7.5% social insurance, 7.5% retirement), article 14 of décret exécutif 15-289 as rewritten by décret exécutif 26-257 of 15 July 2026.
  • Minimum annual base: the annual SNMG, i.e. 288,000 DZD with the SNMG at 24,000 DZD a month.
  • Maximum base: 20 times the annual SNMG, i.e. 5,760,000 DZD.
  • Annual contribution: from 43,200 DZD to 864,000 DZD. Both figures are derived from the SNMG in force, neither appears in the decree, and both will follow the next revaluation.
  • The 32,400 DZD figure still circulating elsewhere derived from a pre-June-2020 SNMG. Décret 26-257 applies from 23 July 2026 with no retroactive effect, and some counters may still apply the old schedule during the transition.
  • First year of activity: the base is set at the annual SNMG, i.e. a contribution of 43,200 DZD.
  • From the third year: the contribution cannot be lower than the average contribution for the same activity in the same wilaya the previous year. That amount is set by ministerial arrêté, and the arrêtés are unpublished so far.
  • Auto-entrepreneurs: a special flat contribution of 24,000 DZD/year kept by décret 26-257, with the option to take the ordinary calculation at 15% of declared income for a better pension.

How do I file my CASNOS application?

The CASNOS registration application is filed at the agency of the wilaya where the activity is carried out, within 10 days of the effective start of the activity. The file includes the signed registration form, the trade register, the identity document and the existence certificate issued by the tax authorities.

The fund also offers online services on its official website www.casnos.com.dz, notably to track your status and prepare your procedures. For auto-entrepreneurs, registration is coordinated with ANAE registration and the special flat contribution of 24,000 DZD/year.
