How much does the auto-entrepreneur card cost?

Registration in the national auto-entrepreneur register is done on anae.dz. No published text sets a price for the card itself, so we state none. The recurring costs are written down: annual IFU at 0.5% of turnover (declared via G12/G12 bis) for all auto-entrepreneur activities (rate unified by the 2024 Finance Act), minimum 10 000 DZD/year. Plus the CASNOS contribution: a special auto-entrepreneur flat rate of 24 000 DZD/year (an exception reserved for auto-entrepreneurs), or optionally 15% of declared income, within a base ceiling of 20 times the annual SNMG, i.e. 5 760 000 DZD, which caps the contribution at 864 000 DZD a year, if you want a better pension.

What is the card's validity period?

The auto-entrepreneur card runs for five (5) years (décret exécutif n° 23-196 of 25 May 2023, art. 5). Renewal is requested through the ANAE portal. The decree sets no filing deadline ahead of expiry and we state none.

Which activities are eligible for the auto-entrepreneur card?

Article 4 of décret exécutif n° 23-197 of 25 May 2023, JO n° 37 of 4 June 2023 page 10, organises the list into seven (7) domains: consulting, expertise and training; digital services and related activities; services at home; personal services; leisure and recreation services; business services; cultural, communication and audiovisual services. Micro-importation is added to those (décret exécutif n° 25-170 of 28 June 2025). The individualised activities are set by arrêté (art. 8) and published by ANAE on anae.dz. Excluded activities: liberal occupations and regulated and artisanal professions and activities (art. 2 paragraph 2 of loi n° 22-23, art. 3 of the decree), as well as classic commercial importing.

Can you hold an auto-entrepreneur card and a CNRC trade register (RC) at the same time?

No. The two statuses are mutually exclusive for the same activity. You may be a salaried employee elsewhere, but you cannot combine auto-entrepreneur status and a standard company for the same service.

What should I do if my card is rejected?

The rejection is notified electronically (décret exécutif n° 23-197 of 25 May 2023, art. 18, JO n° 37 of 4 June 2023 page 11). Article 24 of the same decree, JO n° 37 page 12, then gives thirty (30) days to lodge an appeal with the competent services of the minister in charge of start-ups, who in turn has thirty (30) days to answer; the same appeal is open in the event of a radiation, and article 25 allows a request for re-registration once the grounds have been lifted and any tax and para-tax debts settled. ANAE publishes no rejection statistics: start from the reason you were notified, then re-check the most formal parts of the file (photo, proof of residence, eligibility of the activity). How can I obtain the ANAE card if I live abroad?

Residence in Algeria is required for auto-entrepreneur activity. Residents abroad can, however, set up an EURL or SARL in Algeria by proxy, a different legal framework with a standard trade register.

What is the auto-entrepreneur card in Algeria?

The auto-entrepreneur card is the official document issued by ANAE (National Agency for the Auto-Entrepreneur) that certifies your status and authorises you to carry on, individually, a lucrative activity appearing on the official list of eligible activities. Article 2 (paragraph 2) of loi n° 22-23 of 18 December 2022, JO n° 85 of 19 December 2022 page 5, and article 3 of décret exécutif n° 23-197 of 25 May 2023, JO n° 37 of 4 June 2023 page 10, exclude liberal occupations and regulated and artisanal professions and activities from that list.

For auto-entrepreneurs, it replaces the standard trade register issued by the CNRC (National Center for the Trade Register). It is valid throughout Algerian territory and lets you open a professional bank account, issue invoices, and prove your activity to clients or suppliers.

Who can obtain the auto-entrepreneur card?

Algerian nationality or a valid residence permit.
Having reached the legal working age, article 3 of loi 22-23 (article 15 of the labour code, loi 90-11, sets it at sixteen, subject to the conditions it lays down).
Full legal capacity (not under guardianship).
An activity appearing on the official ANAE list, which article 4 of décret exécutif n° 23-197 organises into seven (7) domains: consulting, expertise and training; digital services and related activities; services at home; personal services; leisure and recreation services; business services; cultural, communication and audiovisual services. Micro-importation is added to those, opened to the status by décret exécutif n° 25-170 of 28 June 2025 (JO n° 40 of 29 June 2025 page 7).

How to obtain your ANAE card, 6 steps

1. Create an account on the official portal anae.dz with a valid email and phone number.
2. Complete the online registration form: identity, address, planned activity (selected from the ANAE list).
3. Attach the requested documents in PDF format: CNI (national identity card), proof of residence, diplomas (if required), identity photo.
4. Submit the file. Décret exécutif n° 23-197 of 25 May 2023 (art. 17) sets a maximum of three (3) working days to process the national register application, counted from the filing date. That period belongs to the ANAE.
5. Receive the auto-entrepreneur number (NAE) by SMS/email once approved.
6. Present yourself at ANAE with original documents to collect the physical card (or download the digital version).

Documents required for the card

A copy of the CNI or passport (front/back), clear and recent.
A recent proof of residence (< 3 months): electricity or water bill, or a lease.
A color identity photo on a white background (biometric format).
A diploma or proof of training if the activity is regulated (e.g., hairdressing craftsman).
A certificate of aptitude for specific activities (auto mechanics, catering).

Time to obtain the card

Décret exécutif n° 23-197 of 25 May 2023 (art. 17), JO n° 37 of 4 June 2023 page 11, sets a maximum of three (3) working days to process the national register application, counted from the filing date. That period belongs to the ANAE. The card is issued once the registration is accepted (art. 20), with no collection deadline set by the decree. We therefore announce none. Article 18 knows only two outcomes: the applicant is notified electronically either that the registration in the national register is accepted or that it is rejected. There is no send-back for correction. If the registration is rejected, article 24 of the same decree, JO n° 37 page 12, gives thirty (30) days to lodge an appeal with the competent services of the minister in charge of start-ups, who in turn has thirty (30) days to answer. The same appeal is open in the event of a radiation.

The card is issued either in a physical version (to be collected at the ANAE office of your wilaya) or in a digital version downloadable from your anae.dz account.

Obligations after obtaining the card

Declare your turnover to the DGI through the G12 provisional then G12 bis final filings.
Pay the IFU (Single Flat-Rate Tax) at 0.5% of turnover for all auto-entrepreneur activities (uniform since the 2024 Finance Act). Minimum 10 000 DZD/year.
Register with CASNOS (National Social Security Fund for the Self-Employed) within 10 days.
Keep a simplified revenue ledger (minimum accounting obligation).
Respect the turnover ceiling: exceeding it for three (3) consecutive years obliges the auto-entrepreneur to register with the trade register in order to carry on the activity (loi n° 22-23 of 18 December 2022, art. 13, JO n° 85 of 19 December 2022 page 6) and is a ground for removal from the national register (art. 14 of the same law, and art. 22 of décret exécutif n° 23-197).

Common reasons for ANAE rejection

Non-compliant identity photo (too old, colored background, blurry).
Proof of residence in a third party's name without a proof-of-accommodation certificate.
Declared activity not eligible: a liberal occupation, a regulated or artisanal profession or activity (art. 2 paragraph 2 of loi n° 22-23, art. 3 of décret exécutif n° 23-197), or classic commercial importing, micro-importation excepted since décret exécutif n° 25-170 of 28 June 2025.
Expired or only partially legible CNI.
Criminal record incompatible with the activity (prior record for a sensitive profession).
Attempted double registration (already registered with the CNRC for the same activity).
