The finance law authorises the State's resources and charges each year, and only finance laws provide for the base, rates and collection rules of taxes. If you invest in Algeria or run a company there, this is the law to watch. This page follows the 2027 finance bill at each official step. It was approved by the Council of Ministers on 4 October 2026, but its text is not public. The measures that an official source has published are listed with their source, their date and the status “bill”; the others will be added from the official text.
Status as of 12 October 2026. Each step links to its official source. We update this list when an official source publishes the next step.
The meeting is chaired by the Prime Minister. The communiqué states that the preliminary draft will be submitted to the next Council of Ministers for adoption.
The Council of Ministers of Sunday 4 October 2026, chaired by the President of the Republic, was devoted to the 2027 finance bill. According to the APS English dispatch, it approved the bill, which includes the incorporation of increases in wages and salaries. The text of the bill is not public.
The Finance and Budget Committee, chaired by Mr Abdelhafid Brima, held a preparatory meeting on Sunday 11 October 2026 to set the calendar of its work on examining the 2027 finance bill. According to the APN, the examination covers the presentation of the bill by the Government's representative, the hearing of the central directors, the study of the measures the text proposes, then the sectoral budgets, then the provisions and amendments and the drafting of the reports. At the end of the two presentations, committee members were invited to submit proposals to enrich the draft programme. The APN item does not give the date the bill was filed.
According to Radio Algerienne, the Finance Minister presented the 2027 finance bill (PLF 2027) to the Finance and Budget Committee of the APN. Economic growth for 2027 is estimated at 4.2%. The minister also set out proposed legislative measures.
Legal deadline: 7 October 2026 (article 71 of organic law no. 18-15). The actual filing date has not been announced: as of 11 October 2026, neither the APN news feed nor the Prime Minister's communiqués mention it. The APN only reports that its Finance and Budget Committee held a preparatory meeting on the examination of the bill on 11 October 2026.
The Finance and Budget Committee of the APN examines the finance bill.
Every bill is debated successively by the APN and by the Council of the Nation (Constitution, article 145).
Parliament adopts the finance law within 75 days at the latest from the date of its filing (Constitution, article 146). If it is not adopted within that period, the President of the Republic promulgates the Government's bill by ordinance.
30 days from the date the law is handed over. The period is suspended if the Constitutional Court is seized before promulgation, until it rules (Constitution, article 148).
The Official Journal is published on joradp.dz, the website of the General Secretariat of the Government.
The financial year runs for a calendar year (organic law, article 3). If adoption comes too late for application from 1 January, article 78 provisionally keeps revenue at the rates and under the collection procedures of the previous finance law.
Not to be confused: the Government meeting is chaired by the Prime Minister (Constitution, article 112). The Council of Ministers is chaired by the President of the Republic (article 91).

This communiqué announces orientations. The text of the finance bill is not public at this date.
Two official texts set the calendar: organic law no. 18-15 of 2 September 2018 on finance laws (Official Journal no. 53 of 2 September 2018) and the Constitution (Official Journal no. 82 of 30 December 2020). Neither has an English edition: the quotations below are our translation of the French edition, and the articles are cited as published.
At this date the text of the 2027 finance bill is not public, so no article is listed here. The bill was approved by the Council of Ministers on Sunday 4 October 2026. Two sources underpin this page: the communiqué of the Government meeting of 30 September 2026 and the dispatches of Algérie Presse Service (the state press agency) on the Council of Ministers. The communiqué announces orientations, not measures:
These orientations give no rate, no threshold and no application date. They do not say which tax measures the text will contain, or which ones will affect your company.
The two sections below repeat what the APS dispatches say about the Council of Ministers of 4 October 2026, and add nothing. This page will list the measures of the bill, article by article, from the official text, once it is public. It uses no rumour and no figure that no official source gives.

According to the dispatch of Algérie Presse Service of 5 October 2026 (published in English), the Council of Ministers chaired by the President of the Republic “approved the Finance Bill for 2027, which includes the incorporation of increases in wages and salaries”.
According to the dispatch of Algérie Presse Service of 4 October 2026 (published in French, our translation): “The President of the Republic, Mr Abdelmadjid Tebboune, ordered, during the Council of Ministers meeting he chaired on Sunday, not to include any tax affecting citizens' purchasing power.”
Law no. 25-17 of 23 Joumada Ethania 1447 (14 December 2025) on the finance law for 2026 was published in Official Journal no. 88 of 31 December 2025. The provisions below are the ones our Official Journal digests describe. As the text of the 2027 bill is not public, we do not know whether it changes them.
