What the text says
The order applies article 7 bis of executive decree n° 06-247 of 9 July 2006, as amended and completed. Its purpose is to enter the species and varieties of seeds and plants in the official catalogue.
Lists A and B of the catalogue, provided for by article 2 of the same decree, are annexed to the order.

Article 4 covers every activity on seeds and plants: production, multiplication, import, export, distribution and marketing. Only approved varieties entered in the official catalogue are authorised, in line with article 17 of law n° 05-03 of 6 February 2005.
