Activity contents

• As part of its missions, the institution is responsible for:
• To ensure, exclusively and in the best conditions, the accommodation of high-ranking officials of the State and certain other personalities and to provide them with the services induced by this service accommodation.
• The list of high-ranking officials of the State and other persons entitled to such accommodation and the conditions thereof shall be determined by order of the supervisory authority.
• To ensure, exclusively and in the best conditions, the accommodation of the guests of the State, invited when organizing the major events of the State and to provide them with the services induced by this accommodation;
• To exploit all the structures, commercial and hotel premises forming part of its property and those made available to it by the State.
• As such, the establishment is responsible for:
• Ensure and ensure the proper functioning of the accommodation and catering facilities and facilities serving as a support for the stay of high-ranking State officials and other personalities;
• Acquire, carry out or cause to be carried out programmes of equipment and social, health, hotel, cultural, sporting and leisure infrastructure related to its purpose;
• Carry out or cause to be carried out technical studies relating to the planning or redevelopment work and the investments necessary to develop its activity;
• Ensure medical care services, in coordination with relevant services;
• To design any rental offer or related activities for the benefit of public company or institutions or any other operator, on a proposal from the Director-General of the establishment and with the advice of the supervisory authority;
• (ii) to ensure that the standards of hygiene and safety and the quality of the services provided are respected.
• The institution may establish, as appropriate, subsidiaries subject to commercial rules and organised in the form of public economic enterprises (PEEs) and/or take part in companies carrying out ancillary or related activities, or enter into partnerships, after consulting the Advisory Council and agreement of the supervisory authority (and all the tasks stipulated in Articles 4, 5, 6, 7 and 8 of Presidential Decree No 23-332 of 26 September 2023 amending the status of the State residence of the Sahel).

Official procedure, ordering of steps, and realistic timelines

1. Step 1: Choose the right legal form

   The activity "Residence of the sahel" is free, no prior licence needed. Choose between auto-entrepreneur (ANAE, 5M DZD/year cap for services), sole-trader, single-member LLC (EURL) or LLC (SARL) depending on your project and number of partners.

   Day 1

2. Step 2: CNRC registration

   For SARL/EURL: notarised articles + share capital. For sole trader or auto-entrepreneur: simplified file. In every case, request the company name then the Trade Register extract from CNRC.

   3 to 7 days

3. Step 3: Tax and social registrations

   Tax ID (NIF), social ID (NIS for manager), CNAS affiliation if employees, tax card. You can immediately operate "Residence of the sahel" in Algeria without any further ministry-level step.
