• The functions and functions of the fund are:
• Participate in defining the policy for financing social housing;
• Manage State actions and contributions to housing, including subsidies and interest rate subsidies;
• Set up medium- and long-term financing by banks and other financial institutions for social housing programmes. ;
• Take over and manage any particular transactions or actions related to its object entrusted to it by the Treasury;
• To undertake and carry out any studies, expertise, surveys and research related to habitat, to bring its technical and financial expertise to the public institutions and bodies concerned, and to promote information, exchange of experiences and meetings for the promotion and development of habitat;
• To collect and keep at the disposal of the public authorities all relevant information relating to the activity and capacity of construction, public works and hydraulics company;
• To carry out, at the request of the supervisory authority, a study of the needs of enterprises for materials, materials and supervision necessary for the completion of the programmes chosen and to make proposals thereof;
• Ensure the training, development and retraining of technical personnel, including the management and evaluation of building projects, public works and hydraulics;
• Establish, on the basis of field surveys of samples of enterprises representative of segments of activities, production benchmarks and propose any approach aimed at controlling costs and deadlines;
• Analyse and draw up quarterly price indices for materials and labour in the construction, public works and hydraulics sectors;
• In order to achieve its objectives, the fund is empowered, in accordance with the laws and regulations in force:
• To enter into all contracts and to conclude all agreements relating to its object with all national and foreign institutions;
• To carry out all financial, commercial, industrial, securities and real estate operations likely to encourage its expansion as well as other tasks enshrined in the provisions of Articles 5, 5 Bis and 5 ter of Executive Decree No 91145 of 12/05/2091, carrying out the statutes of the Caisse Nationale du Logement (C.N.L), as amended and supplemented .
