  • The Office is responsible for:
  • It promotes agricultural and agro-industrial investment through the development of Saharan land.
  • It shall promote and manage the land portfolio entrusted to it by the State on the basis of a preliminary study.
  • It shall, within the land portfolio entrusted to it, define the boundaries which may host major agricultural and agro-industrial investment projects and carry out in-depth technical studies, through the specialised study offices.
  • It shall proceed to the partialisation of the areas which may be allocated, on the basis of in-depth technical studies.
  • It shall draw up and issue the certificates of eligibility for the concession to the holders of investment projects selected by the Technical Assessment and Expertise Committee referred to in Article 34 below.
  • It shall formalize the concession files and notify the persons concerned of the concession documents drawn up by the wilaya estate services and published for land conservation.
  • The Office carries out commercial tasks, including:
  • Facilitating business relations and facilitating contacts between investors and other operators;
  • Initiate all studies and research related to its field of activity;
  • The Office shall perform public service obligations in accordance with the requirements laid down in the specification attached to Annex II to this Decree;
  • It enters into all contracts or agreements and agreements with bodies, in accordance with the regulations in force (and all the missions stipulated in Articles 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22 of Executive Decree No. 20-265 of 22 September 2020 establishing the Office for the Development of Industrial Agriculture in Saharan Lands).
