Activity contents

• The Agency's mission is to identify, mobilise and develop urban land, in accordance with the guidelines for spatial planning and planning instruments.
• The Agency is responsible for the management of urban areas at the national level through the implementation of planning and urban planning instruments.
• As part of the tasks assigned to it, the Agency carries out the planning and service work to produce a buildingable urban land, with viability and town planning authorisations and without any hindrance or restriction.
• In accordance with the guidelines of the national spatial planning scheme, the Agency is preparing the land strategy for the creation of a land portfolio. In addition, it is responsible for the exploration, planning and management of urban land.
• *The Agency is responsible for:
• The establishment of a general inventory of urban land potentials, on the basis of the spatial planning and urban planning instruments duly identified in relation to the data of the services of the domain, land cadastre and land conservation;
• The establishment of geographical information systems and the creation of a databank related to its field of activity;
• The preparation of urban land monitoring and observation studies and indicators of the state of the land market and its trends, which can anticipate any saturation or trend of expansion for planning new human settlements.
• *As part of the implementation of the land strategy and the tasks entrusted to it, the Agency is responsible for establishing a land portfolio for the State through:
• The mobilization of land under the private domain of the State intended or provided for urbanization;
• Implementation of the demarcation of land intervention areas for projects of national or general interest and of public utility in accordance with existing legislation and regulations.
• *The Agency, in its capacity as landowner, is empowered to:
• Managing land promotion and urban land development operations on behalf of the State for the implementation of operations defined in the multiannual programmes of assistance;
• Make available to the Algerian Investment Promotion Agency the economic urban land portfolio to be developed, in accordance with the legislation and regulations in force;
• Carry out the work on the development of economic urban land mobilized and/or acquired by the Algerian Investment Promotion Agency.

Official procedure, ordering of steps, and realistic timelines

1. Step 1: Choose the right legal form

   The activity "National Urban Land Agency" is free, no prior licence needed. Choose between auto-entrepreneur (ANAE, 5M DZD/year cap for services), sole-trader, single-member LLC (EURL) or LLC (SARL) depending on your project and number of partners.

2. Step 2: CNRC registration

   For SARL/EURL: notarised articles + share capital. For sole trader or auto-entrepreneur: simplified file. In every case, request the company name then the Trade Register extract from CNRC.

   3 to 7 days

3. Step 3: Tax and social registrations

   Tax ID (NIF), social ID (NIS for manager), CNAS affiliation if employees, tax card. You can immediately operate "National Urban Land Agency" in Algeria without any further ministry-level step.
